SUMMARY OF PROPOSED ORDINANCE 2026-001
AN ORDINANCE OF THE DEL NORTE COUNTY BOARD OF SUPERVISORS UPDATING TITLE 2 OF THE DEL NORTE COUNTY CODE: HUMAN RESOURSES AND RISK MANAGEMENT DIRECTOR
At the regularly scheduled meeting of the Del Norte County Board of Supervisors on Tuesday, January 13, 2026, at 10:00 a.m., the Board of Supervisors will vote on the “Ordinance of the Del Norte County Board of Supervisors Updating Title 2 of the Del Norte County Code: Human Resources and Risk Management Director.”
This Ordinance will amend Section 2.10.20 of the Del Norte County Code by adding language specifying that the County Administrative Officer’s salary, benefits, and conditions of employment will be set by Board Resolution, which reflects current County policy. Second, it will amend Section 2.10.30 of the County Code by removing and adding to the designated duties of the County Administrative Officer, so that they are reflective of the actual requirements of this position now that the Human Resources and Risk Management Department is separated from the Office of Administration. Third, it will amend Section 2.10.50 of the County Code by removing a reference to “personnel,” reflecting the removal of Human Resources and Risk Management from the Office of Administration. Fourth, this Ordinance will add Section 2.10.90 to the County Code, which states that the County Administrative Officer shall act in the capacity of the Emergency Services Director, and is reflective of County policy.
Additionally, this Ordinance will add the following sections to County Code: 1) Subsection 2.11.10, creating the Department of Human Resources and Risk Management and specifying that the Board will appoint the Human Resources and Risk Management Director; 2) Subsection 2.11.20, specifying that the Human Resources and Risk Management Director serves at the will of the Board, and designating that his/her salary, benefits, and conditions of employment will be set by Board Resolution; 3) Subsection 2.11.30, specifying the duties of the Human Resources and Risk Management Director; 4) Subsection 2.11.40, specifying that the duties of the Human Resources and Risk Management Director are separate from duties of other officers of the County; 5) Subsection 2.11.50, giving an overview of the general responsibilities of the Department of Human Resources and Risk Management; 6) Subsection 2.44.60, explaining the procedure for removal of the Human Resources and Risk Management Director; and 7) Subsection 2.11.70, explaining the resignation procedure for the Human Resources and Risk Management Director.
